Spanish government funding to Israeli, Palestinian, and Spanish NGOs is primarily provided through the Agency for International Cooperation and Development (AECID), a subdivision of the Ministry of Foreign Affairs. The Spanish Cooperation Office in Jerusalem oversees projects funded through AECID.
PCATI regularly circulates unverifiable allegations of Israeli torture, using them as the basis for campaigns in international forums and Israeli courts.
Al Quds Association rhetoric includes accusations of “apartheid,” “genocide,” “ethnic cleansing,” and “collective punishment,” as well as supporting a Palestinian “right of return.”
Numerous UAWC staff members, founders, board members, general assembly members, and senior staff members have ties to the PFLP terror group. UAWC is identified by Fatah as an official Popular Front for the Liberation of Palestine (PFLP) “affiliate” and by a USAID-engaged audit as the “agricultural arm” of the PFLP. According to academic scholar Glenn E. Robinson, UAWC was founded in 1986 by “agronomists loosely affiliated with the PFLP.”
On October 22, 2021, the Israeli Ministry of Defense (MoD) designated 6 Palestinian NGOs as terrorist organizations. According to the MoD, Defense for Children International-Palestine (DCI-P), Union of Agricultural Work Committees, Al-Haq, Addameer, Union of Palestinian Women’s Committees (UPWC), and Bisan were included on Israel’s list of terrorist organizations because they are operated by and for the benefit of the Popular Front for the Liberation of Palestine (PFLP).
The Netherlands has been advancing a political agenda of expanding Palestinian control over territory in this highly strategic region in the West Bank. And they are doing this with partners linked to terror organizations.
In 2014-2021, the Belgian government allocated approximately €23 million in aid to “NGOs and Civil Society” in Israel, the West Bank, and Gaza.
On June 30, 2020, the European Commission updated its Financial Transparency System (FTS) with details about grants to NGOs authorized in 2019.
While a number of UAWC supporters have attempted to cast doubt on Samer Arbid's membership in the PFLP terror group and involvement in the August 2019 attack, on August 30, 2020, the PFLP issued a condolence note in memory of Arbid's mother, referring to Arbid a "prisoner and commander," and "one of the heroes of the Bubeen operation" -- referring to the August 2019 bombing.
In August 2020, NGO Monitor sent a letter to the Spanish Ministry of Foreign Affairs regarding Spanish funding to terror linked Palestinian NGOs.
