According to its website, RLS “focuses on strengthening democratic elements of civil society” and “promotes alternative education based on the principles of democracy, social justice, absence of violence and peaceful regional and international cooperation.” In contrast to these stated moral objectives, funding is provided to highly politicized anti-Israel NGOs including Zochrot, Applied Research Institute Jerusalem (ARIJ), Bisan, and Combatants for Peace (CFP). The government of the Netherlands provides millions of euros annually to political NGOs active in the Israeli-Palestinian conflict. The funds are transferred directly through government entities (MFA, Embassy in Tel Aviv, Representative Office in Ramallah) and the Human Rights and International Humanitarian Law Secretariat (the “Secretariat”), and indirectly via NGOs that receive government support.
