October 7 Hamas Atrocity: NGOs and the Gaza War
On October 7, 2023 (which was the Sabbath and a Jewish holiday), thousands of Palestinian terrorists poured across the border from Gaza into Israel, slaughtering 1200 people, torturing and maiming thousands, and kidnapping more than 200. Gaza Palestinians also engaged in public desecration of victims’ bodies. In parallel, thousands of rockets were fired at Israeli population centers, sending millions rushing to shelters.
Every one of these attacks constitutes a blatant violation of international humanitarian and human rights laws.
For 2019-2021, in total, NGO Monitor was able to identify $3,395,329 in donations and grants to JVP. Donors include private foundations that disburse funds at the discretion of directors, as well as foundations that act as conduits for private giving (“donor advised”).

On October 25, 2023, Switzerland Federal Department of Foreign Affairs (FDFA) announced the suspension of funds to 11 NGOs (6 Palestinian and 5 Israeli) pending “an in-depth analysis of the compliance of these organizations’ communications with the FDFA’s Code of Conduct and anti-discrimination clause, to which external partners are subject.”
