Introduction
This submission focuses on the rampant campaign of torture within the Palestinian Authority (PA) and Hamas, in violation of obligations under various international treaty bodies. Torture is endemic in Palestinian society, targeting women, children, LGBTQ+ individuals, “collaborators” with Israel, and perceived opponents of Hamas.
Since the brutal attack by Hamas on October 7, 2023, Hamas has engaged in the torture of more than 250 hostages and their families, as well as opponents of its regime. These acts constitute severe violations of international human rights law, including the Convention Against Torture (CAT), and demonstrate the use of terror, coercion, and sexual violence as tools of oppression.
