Masar Badil, a group with ties to Canadian-listed terrorist entities, is convening an event titled “3 Years of Al-Aqsa Flood: Resistance & Return From the Belly of the Beast,” meant to bring together “militants, organizations, diasporas, and internationalists” in Toronto in November 2026 (emphasis added). 

NGO Monitor calls on Canadian authorities to immediately investigate Masar Badil and take all lawful measures necessary to prevent extremist incitement, material support, or threats to public safety. The federal government, together with local law enforcement and national security agencies, must ensure that Canadian spaces are not used by extremist movements to organize, fundraise, recruit, or promote violence under the guise of political activism.

Background

On May 17, 2026, Masar Badil announced plans to host a November 2026 conference in Toronto, in honour of “three years since one of the most courageous acts of resistance in our lifetimes: Al-Aqsa Flood Battle” – Hamas’ name for the October 7th massacre (emphasis added).

Masar Badil has pronounced links, on both the organizational level and through its leadership, with Samidoun and the Popular Front for the Liberation of Palestine (PFLP), both listed as terror entities by Canada (see below).

According to Masar Badil, “[t]he Palestinian resistance and the regional network of the Axis of Resistance understand that the Zionist entity’s existence is a threat to the safety and sovereignty of the peoples of the region of West Asia and that armed resistance is the means by which this threat shall be neutralized.” The group adds that “It is time that we take up true partnership with the Palestinian and regional resistance forces from our own front in the imperial core, inside the Belly of the Beast” (emphasis added).

This event is endorsed by Al Ahrar: Palestinian Prisoners Support, Nidal, Free Lebanese Prisoners, Basil Al-Araj Prisoner Committee, Dismantle Damon, Free Palestinian Students, the University of Washington’s chapter of Students United for Palestinian Equality and Return (SUPER), Tariq El-Tahrir, Canada Palestine Association, and Seattle University’s chapter of Students for Justice in Palestine (SJP).

Masar Badil’s Ties to Samidoun and the PFLP

Samidoun – designated as a terrorist entity by Canada – is one of the founding members of Masar Badil. According to Masar Badil, “we are honored by the participation of the Samidoun Network as one of the fundamental pillars in organizing the Alternative Palestinian Path conference” (the gathering that officially launched Masar Badil).

Masar Badil has co-sponsored rallies with Samidoun, including an April 29, 2024 protest in Vancouver during which participants praised the “beautiful, brave and heroic resistance of the Palestinian people, which did not begin on October 7…” For more information on rallies co-organized by Samidoun and Masar Badil, see NGO Monitor’s in-depth report on Masar Badil.

Furthermore, Masar Badil leadership overlaps heavily with Samidoun’s. Several of these officials have links to the PFLP:

Khaled Barakat

  • Identified by Masar Badil as an “Executive Committee member” and by Samidoun as one of Masar Badil’s “founders.” 
  • On October 15, 2024, Barakat was placed on the Specially Designated Nationals (SDN) list of the US Office of Foreign Assets Control (OFAC) on the grounds of being linked to the PFLP.
  • Barakat is identified by the PFLP as “coordinator” of Samidoun.
  • In the US and Canada’s October 2024 designation of Samidoun, Barakat is named as a fundraiser for the PFLP terror group.
  • Barakat is described by the Israeli Ministry of Defense as “a senior member of the PFLP” and “the chief coordinator of Samidoun.”
    • In 2019, the German Interior Ministry imposed a four-year ban against Barakat.

Mohammed Khatib 

  • Identified by Samidoun as its “Europe coordinator” and a “member of the central follow-up committee of the Masar Badil.”
  • On May 19, 2026, Khatib was placed on the US OFAC SDN list on the grounds of “being [a] leader[] or official[] of Samidoun.”
  • Khatib was the primary speaker at a Masar Badil-organized “March for Return and Liberation” outside the European Parliament, on October 29, 2022. During his speech at the event, Khatib declared, “Defeating Israel means defeating the US. Defeating Israel means defeating Canada … Defeating Israel means defeating this colonial institution [the European Union parliament].”

Zaid Abdulnasser 

  • Abdulnasser serves as a member of the Executive Committee of Masar Badil.
  • Abdulnasser also serves as the coordinator for Samidoun Germany.
  • According to +972 Magazine, in July 2023, authorities at Germany’s Federal Office for Migration and Refugees verified that Abdulnasser’s refugee status in the country was set to be rescinded due to “extremist activities” and “an alleged connection between Samidoun and the PFLP … while the PFLP ‘is not subject to a ban on activity in Germany, the dissemination of propaganda materials and the use of symbols of terrorist organizations that are listed on the EU terror list are prohibited.’”
  • According to an article published on the Palestine Forum on June 12, 2023, Abdulnasser said, “Palestinian activity has several principles linked to the right of return, liberating Palestine from the river to the sea, and resistance, and first and foremost armed resistance, and it does not depend on the views of the state which Palestinians live in nor it is not the right of anybody to limit the method in which one defends his cause.”
