From the opening moments of the war that began on February 28, 2026, the highly politicized NGO network immediately launched predictable and often absurd condemnations of the U.S. and Israel for ostensible “aggression” and “violations of international law.” The NGOs framed the conflict through their standard ideological narratives of “imperialism,” “genocide” in Gaza, “zionist [sic] war machine,” “fascist demagogues,” and Western governments as Israeli proxies. Accusations citing “international law” continued to reflect the double standards and manipulation of pseudo-legal rhetoric in which decades of Iranian involvement in heinous mass terror were erased.

Reflecting longstanding anti-Israel advocacy slogans – often including denying Israel’s legitimacy – some NGOs made the incoherent claim that the United States and Israel attacked because of Iran’s support for the Palestinian cause, intended to “eliminate resistance” and/or distractions from the situation in Gaza and the West Bank. 

As seen in the examples in this report, none of the NGOs acknowledged the core issues, including Iran’s nuclear weapons program (in violation of treaty obligations) and the arming and training of terror groups in Gaza (Hamas), Lebanon (Hezbollah), Yemen (Houthis), and elsewhere. Similarly, most of these NGOs simply ignored Iran’s targeting of Israeli population centers with ballistic missiles. Also erased was the Tehran regime’s decades of antisemitic terrorism across the globe.

  • On March 3, Amnesty International Secretary General, Agnes Callamard, tweeted, “Only one EU leader has dared to directly challenge U.S. President Donald Trump over a war against Iran, calling it unjustified, dangerous and illegal: Spanish Prime Minister Pedro Sánchez.”
  • On March 3, Amnesty International tweeted, “Amid rapid expansion of regional hostilities across the Middle East following the ongoing joint United States-Israel attacks on Iran and the subsequent wave of Iranian retaliatory attacks across the region Amnesty International is issuing an urgent call on all parties to protect civilians, adhere to international humanitarian law, in particular by ending unlawful attacks, such as deliberate, indiscriminate or disproportionate attacks on civilians and civilians infrastructures.”

International Federation for Human Rights (FIDH)

  • On March 2, 2026, FIDH published a press release “strongly condemn[ing] the military attacks on Iran by the United States (US) and Israel, which have been undertaken in violation of international law, and the ensuing attacks by Iran in at least seven countries in the region.”

Human Rights Watch (HRW)

  • On February 28, HRW posted a statement titled “US/Israel/Iran: All Parties Should Respect Laws of War” in which the NGO claims that it “is currently investigating strikes by all parties that may have violated the laws of war. Human Rights Watch has previously documented laws-of-war violations by the United States, Israel, and Iran and serious failures to protect civilians in conflict.”
  • On March 2, HRW Global Program Director, Lama Fakih, reposted a tweet alleging, “As more Western leaders claim the UN & international law are weak/irrelevant, make no mistake: they did this[.] Their empty statements, defence of war criminals, complacency, and failure to act consistently on clear findings by UN & int’l law bodies are exactly what brought us here[.]”
  • On March 3, HRW tweeted, “The laws of war strictly prohibit attacks targeting civilians, which include officials from other countries who are not directly participating in hostilities.   • On March 4, President and CEO of Oxfam America, Abby Maxman, tweeted, “This weekend’s escalation in the Middle East is a reckless breach of international law with consequences far beyond the region.   • On March 1, 2026, Oxfam Novib posted, “Attacking another country, no matter how reprehensible a regime may be, is unacceptable. This is yet another gross violation of international law… We call on the Dutch government to unequivocally condemn all violations of international law, to attach political consequences, and to commit to immediate de-escalation.”
  • On March 4, Oxfam International’s MENA Regional Director was a signatory on a “Statement by Regional Directors of INGOs in the Middle East Region”: “There must be an immediate end to this spiral of military violence, to the use of explosive weapons in populated areas, and a return to the pursuit of diplomatic solutions.   • On March 4, Oxfam GB alleged that “military action in the region is creating a humanitarian crisis,” quoted its Senior Humanitarian Influencing Advisor as saying that “The latest brutal war in the Middle East is having catastrophic impacts upon people across the region,” and stated that “Oxfam is calling for a de escalation of the conflict and the upholding of International Law. Join us in our calls for justice and lasting peace.”

Save the Children

  • On March 1, Save the Children International stated, “Across the Middle East and wider region, the escalation of violence is having a devastating impact on children. As tensions rise, children’s lives hang in the balance. We urge all parties to abide by international humanitarian law and protect civilians. It must stop!”
  • On March 4, Save the Children International alleged that “Nearly 200 children have been killed in the first five days, according to official and media reports – the equivalent of more than six classrooms full of children.”

US-based NGOs 

Adalah Justice Project (AJP)

  • On March 2, AJP posted, “This new war against Iran is not about human rights or freedom for the Iranian people—it is about furthering Israeli and U.S. imperialist agendas of domination and resource control within the region. It is a continuation of the same deadly U.S. foreign policy and war machine that has killed nearly 5 million people in Iraq, Afghanistan, Libya, Pakistan, Somalia, Syria, and Yemen since the launch of the ‘War on Terror’ 25 years ago. The same foreign policy that has sustained Israel’s occupation in Palestine and fueled its ongoing genocide against the Palestinian people in Gaza.   • On February 28, AFSC published an article alleging, “This war is immoral and illegal under both U.S. and international law. The justifications used by the Trump administration all center on blatant lies. Iran has no long-range missiles that can reach the U.S. Iran had not restarted nuclear weapons production and likely lacks the immediate capacity to do so. The Iranian government has repeatedly said that it has no interest in nuclear weapons and has been willing to negotiate despite repeated U.S. escalations. …The U.S. has no credibility to talk about human rights after more than two years of supporting Israel’s genocide in Gaza and unilateral attacks on neighboring countries.”

American Muslims for Palestine (AMP)

  • On March 1, AMP posted, “Yet again, the U.S. is entangling itself in another war in the Middle East, not for itself but in the service of a foreign entity that has repeatedly acted with impunity. … At the same time, the Israeli government continues its assault on Palestinians in Gaza, advances annexation efforts in the occupied West Bank, and enables escalating settler violence; all while facing accusations of war crimes and crimes against humanity.”
  • On February 28, AMP participated in a “National Day of Action” calling to “Stop the War on Iran.” 

Center for Constitutional Rights (CCR)

  • On February 28, CCR published a statement titled, “In Solidarity With the People of Iran, Against Impunity and Escalating War.” According to CCR, “The Center for Constitutional Rights stands in solidarity with the people of Iran and across the region who are enduring bombardment and the horror of escalating war. As civilians bear the brunt of yet another catastrophic U.S./Israeli military campaign, we affirm the fundamental principle that no population should be subjected to collective punishment, indiscriminate violence, or endless war.”

CODEPINK

  • On February 28, CODEPINK published a statement claiming, “This morning’s attack is a continuation of the U.S. and Israel’s attempts to enact a bloody regime change in Iran, disregarding the sovereignty of the 90 million Iranians living there…If this were truly about limiting the scope and use of nuclear weapons, the Trump Administration would be engaging in good-faith diplomacy. Instead, this was a deliberate propaganda war against Iran in an attempt to justify bombing innocent people to benefit the U.S. proxy state of Israel.”

  • Since the outbreak of the war, PYM has co-organized “Hands Off Iran” rallies in various cities including Washington, D.C., New York, Montreal and Toronto.

The same comprador regimes which allowed US zionist forces to use their airspace to bomb Iran are now intercepting missiles over their countries, leaving the debris to fall on their own citizens in the interest of protecting US zionist bases in the region. …We have a duty to halt the war machine and defend the sovereignty of a country which US zionist forces seek to dismantle in the interest of subduing our cause.   • SJP’s Chicago chapter shared a celebratory image of an Iranian missile hitting a US Navy base in Bahrain.
  • On March 2, SJP stated, “The U.S.-Zionist alliance is unleashing hell on the Middle East, bringing displacement, death, and destruction to the region that has never been able to rest and rebuild. The imperialist death cult must be dismantled.”

Westchester Peace Action Committee Foundation (WESPAC)

  • On March 2, 2026, WESPAC reposted Bernie Sanders’ tweet claiming that “Israel & Saudi Arabia pushed the U.S. to attack Iran. Netanyahu killed 72,000 people in Gaza, mostly women & children. Saudi Arabia is a brutal dictatorship that allows no opposition. These are the leaders who want to bring ‘freedom’ to Iran? Does anyone really believe that?”

Europe and UK based NGOs

Association France Palestine Solidarité (AFPS)

  • On March 2, AFPS posted, “Illegal aggression by Israel and the United States against Iran: a military escalation with major regional consequences. Our solidarity with the peoples of the region must be absolute against war, occupation, and colonization. Together with the Iranian, Lebanese, and Palestinian peoples, the France Palestine Solidarity Association calls for an immediate ceasefire, an end to military aggression, and the initiation of genuine diplomatic processes.”

Diakonia – Sweden

  • On March 2, 2026, Diakonia’s IHL Centre stated, “We are concerned about the aerial strikes affecting numerous countries across the region and remind all parties of their legal obligations under IHL when undertaking such strikes. These include verifying that targets are military objectives, taking all feasible precautions in the choice of means and methods of warfare with a view to avoiding and minimizing incidental civilian harm, and refraining from attacks expected to cause incidental civilian harm which would be excessive in relation to the concrete and direct military advantage anticipated.”

Medico International – Germany and Switzerland

  • On March 3, 2026, Medico International published the following thread in German: “With the attack on Iran, we have crossed a tipping point: from multilateralism to a policy of pure power politics. The law of the strongest now prevails. While in the 2003 war against Iraq the United States still relied on a so-called “coalition of the willing,” which was meant to compensate for the lack of legitimacy from the UN Security Council, today Israel and the United States act alone—because they can. The criminal Iranian regime should have been brought before a court long ago, not only since the massacre of thousands of demonstrators. Its military elimination guarantees nothing positive; instead, it carries the danger of more repression and civil war. After the genocide in Gaza, the end of the Assad regime, and the weakening of Hezbollah in Lebanon, the moment seems to have arrived for the United States and Israel to completely reshape the Middle East according to their interests.   • On February 28, 2026, Huda Ammori, co-founder of Palestine Action, retweeted a post stating, “Imagine telling the world that you’re liberating the women of Iran and one of the first things you do is blow up a school full of girls. Extraordinary.”
  • On March 1, 2026, Ammori retweeted a post claiming that “US/Israeli bombing of the Minhab girls school in Iran killed 118 children today. That cannot have been an accident.”
  • On March 2, 2026, Ammori tweeted, “No matter how many times you use the word, it isn’t ‘defensive’ to enable the US and Israel to carpet bomb Iran.”

  • On March 3, 2026, The Rights Forum alleged that “It took only a week for Prime Minister Rob Jetten’s (D66) cabinet to run afoul of international law. Two allies, the US and Israel, attacked Iran, a sovereign country, on Saturday and assassinated its head of state.”

World Council of Churches

  • On February 28, 2026, WCC published a “Statement on Iran,” expressing “condemnation of the recent military attacks carried out by Israel against Iran, and the subsequent escalation and retaliatory strikes that are rapidly expanding across the region… This dangerous spiral of violence places millions of civilians at immediate risk, undermines regional and international security, and threatens already fragile economic and social stability across the Middle East.   • On February 28, B’Tselem posted, “Under cover of the Israeli-American offensive on Iran, which could cost countless lives and plunge the entire Middle East into a spiral of violence and destruction, armed settler militias continue to launch organized violent attacks against Palestinian communities in an effort to expand ethnic cleansing throughout the West Bank…B’Tselem cautions: Once again, as international attention shifts to the attacks in Iran, Israel will seize the opportunity to escalate violence, advance ethnic cleansing in the West Bank and intensify its genocidal assault on the Gaza Strip.”

Breaking the Silence

  • On March 1, Breaking the Silence posted, “When the bombs start falling, don’t look the other way. That’s exactly what they want.   • On February 28, 2026, MAVI reposted a tweet claiming that “There is no Iranian threat to the State of Israel. There is a threshold state that deliberately did not cross the threshold for decades, as an insurance policy against the Saudi-American axis. The oversight worked – until the US crushed the agreement. And there is a threat to the entire Middle East – from Gaza through Lebanon and Syria to Iran. It is called Israel” (emphasis added).

  • On March 2, Al-Haq tweeted, “Israel has paralysed Palestinian life across the oPt under the pretext of its aggression on Iran through sweeping closures.”

  • On March 2, 2026, Sabeel posted a statement claiming that “Over the weekend, Israel and the United States launched a war on Iran….. God of Justice, we continue to pray for an end to the violence, destruction, and fear we are facing. We feel during these times the cry of the Psalmist: ‘O Lord, how long shall the wicked,  how long shall the wicked exult?’ (Psalm 94: 3) Hear the cries of the most vulnerable as they suffer and deliver us from modern day pharaohs and evildoers. In the face of overwhelming injustice, we pray for your justice and righteousness to reign. Lord in your mercy…hear our prayer.”

Canadian NGOs

Canadians for Justice and Peace in the Middle East (CJPME)

  • On February 28, 2026, CJPME tweeted, “We condemn @MarkJCarney’s unequivocal support for illegal US-Israeli strikes on Iran, sabotaging negotiations in favour of regime change. A ‘pre-emptive’ strike without an imminent threat is an act of aggression, a violation of the UN Charter, and a major threat to security.”
  • On February 28, 2026, CJPME tweeted, “Israel is using the war with Iran as an opportunity to further punish the captive Palestinian population, once again closing off Gaza from humanitarian aid and imposing a lockdown on the West Bank. Meanwhile Carney praises this genocidal regime’s ‘right to defend itself.’”
  • On March 2, CJPME tweeted, “Israel uses the war with Iran as an excuse to intensify the starvation of Gaza, abandoning yet another pillar of the so-called ceasefire agreement.”
  • On March 2, CJPME published a press release titled “Carney fuels Middle East escalation by supporting illegal US-Israeli attacks,” alleging, “The ongoing regime change operation, led by war criminals Donald Trump and Benjamin Netanyahu, is a dangerous and unlawful act of aggression that has sabotaged negotiations over Iran’s nuclear program. CJPME urges Canada to retract its support for the US-Israeli attacks, condemn this violation alongside allies like Spain, Ireland, and Norway, and to push for an immediate ceasefire from all parties…”
  • On March 3, CJPME launched a campaign, “Tell Carney: Oppose Illegal Attacks on Iran,” encouraging people to “Join us in emailing Prime Minister Carney and Foreign Minister Anand to demand that they retract their support for illegal US-Israeli attacks on Iran and impose sanctions on Israel” with an attached draft email beginning with, “I am outraged over Canada’s unconditional support for the US-Israeli war on Iran, which is clearly illegal and has triggered devastating regional violence.”

Independent Jewish Voices Canada (IJV)

  • IJV, CJPME, and others collaborated on an Instagram post promoting a rally led by PYM and Al Quds Toronto, with the caption, “🚨URGENT: We denounce Carney and Anand’s horrific choice to endorse Trump and Netanyahu’s missile attacks across Iran. Instead of supporting the US and Israel’s blatant acts of war, Canada can and must act to advance diplomacy, de-escalation, and peace.”

Islamic Relief Worldwide (IRW) and Islamic Relief Canada (IRC)

  • On March 1, 2026, IRW and IRC co-posted on Instagram: “Islamic Relief is deeply alarmed by the escalating military conflict across the Middle East and calls urgently on all parties to exercise restraint and pursue a diplomatic resolution.”

Just Peace Advocates (JPA)

  • On February 28, 2026, JPA stated that “Mark Carney has endorsed the US/Israeli war on Iran. Tell the Prime Minister to condemn this effort to balkanize Iran in service of US imperialism and genocidal Jewish supremacy.” (emphasis added)
  • On March 2, JPA launched a campaign encouraging people to send letters to the Canadian Defence Minister, calling to “Withdraw Canadian troops from region assisting US/Israeli aggression on Iran.” 
  • Days before the outbreak of the war, JPA posted a “Statement: Condemnation of the Illegal and Unjust War on Iran by the United States” in which the NGO stated that “It is common knowledge that Iran does not want nuclear arms and is ready to limit uranium enrichment with international supervision….It is illegal and unreasonable for the United States and Israel to require Iran to stop all support granted to the Resistance Axis in Lebanon, Yemen, Gaza, Syria, and Iraq. This support, as it exists, results from its agreements with the Resistance movements against the illegitimate Zionist entity. Opposition to Zionist colonialism, and all settler colonialism, should be commended” (emphases added).

Masar Badil (PFLP-linked)

  • On February 28, Masar Badil called for “the broadest mass demonstrations of rage against the U.S.–Zionist aggression on Iran…. This dangerous escalation, engineered and carried out by Washington, Tel Aviv, and the capitals of Western imperialism, once again confirms the aggressive nature of the Zionist project and exposes the organic link between U.S. hegemonic policies and the crimes of the occupation in Palestine and the region. … The movement affirms that the unity of the forces of resistance and the free peoples is the natural response to this U.S.–Zionist aggression, and that confronting the policies of war and domination requires broad popular mobilization across all arenas — through demonstrations, sit-ins, comprehensive boycotts of the enemy and its interests, and the escalation of all forms of popular and political pressure and direct action in defense of Palestine, Lebanon, Yemen, Iran, and the peoples of the region.”
  • On March 1, 2026, Masar Badil eulogized Khamenei with the following message: “The Palestinian Alternative Revolutionary Path Movement, the Masar Badil, mourns the martyrdom of Ayatollah Sayyed Ali Khamenei, Leader of the Islamic Revolution, along with a number of his esteemed family members and several political and military leaders of the Islamic Republic of Iran… The Movement recalls the life of the martyr Sayyed Ali Khamenei and his long history of supporting the Palestinian people, their just cause, and their resistance. … We reaffirm our full solidarity with the Islamic Republic of Iran and its people… The blood of the martyrs will remain a beacon for the shared struggle against occupation and colonialism, and a renewed pledge to continue the path of liberation and dignity.” (emphasis added)
  • On February 28, 2026, Tariq El Tahrir, the youth arm of Masar Badil, posted: “Tariq el-Tahrir Youth and Student Network stands in full solidarity with the government, armed forces and people of Iran in resisting this latest imperialist aggression and affirm that no amount of bombs will collapse the Axis of Resistance and they will fail as they did in the 12-day war, as they failed in Lebanon, Yemen and Palestine… We call for the broadest possible mobilisations around the world to confront imperialism, Zionism and the complicit reactionary Arab regimes as they aim to topple Iran… The raining of blessed missiles over US military bases in Bahrain, Qatar, Iraq, UAE as well as across the full territory of occupied Palestine is a call for all progressive and anti-imperialist forces around the globe to rise up and take their responsibility in organising demonstrations and actions, storming the embassies and using all forms of pressure to halt the aggression and stand side by side with Iran and its people.   • On February 27, 2026, Samidoun posted a message titled “Urgent call to act against the U.S.-Zionist aggression: Stand with Iran, stand with Palestine” in which they wrote: “Samidoun Palestinian Prisoner Solidarity Network denounces in the strongest terms the joint U.S.-Zionist attack on the Islamic Republic of Iran, and calls for the broadest mobilizations everywhere to not only protest but to shut down the war machine with action and meaningful solidarity. The aggression on Iran, timed for the holy month of Ramadan, is an attempt to destroy a nation that refuses the domination of its economy, military, energy, foreign policy and its future by U.S. imperialism and Zionist demands. It is an attack on Palestine, Lebanon, Yemen, Iraq and all of the people of the region — it is an attack on humanity itself… This is the time for action, awareness and confrontation… Once again, we observe the complicity of the International Atomic Energy Agency (IAEA) in promoting and developing war on Iran; on June 13, hours before the last Zionist attack which launched the 12-day war, they issued a resolution condemning Iran.
