On October 12, 2024, Belgium-based NGO Hind Rajab Foundation announced it had “officially submitted our ICC complaint along with the evidence, to 8 countries through their embassies in The Hague. We call on these countries to issue Interpol arrest warrants against 1000 Israeli soldiers. Among these countries are Spain, Ireland, and South Africa.”

According to the NGO, the complaint includes “Numerous individuals with dual citizenship, including 12 from France, 12 from the United States, 4 from Canada, 3 from the United Kingdom, and 2 from the Netherlands.” Two days earlier, the NGO tweeted, “We are in possession of many more profiles of dual nationals beyond the 1,000 soldiers named in our complaint to the ICC. We will be pursuing legal action against all of them in the national courts of their respective countries. Impunity must end, everywhere. #JusticeForGaza.”

The Hind Rajab Foundation was officially registered in Belgium in September 2024. Long-time anti-Israel activists Dyab Abou Jahjah and Karim Hassoun serve as the NGO’s chair and secretary, respectively. Both signed a 2009 appeal demanding that candidates in European Parliament elections “actively pursue the immediate and unconditional removal of Hamas and all other Palestinian liberation organizations from the European list of proscribed terrorist organizations.”

Dyab Abou Jahjah

  • Jahjah is a long-time known supporter of the Hezbollah terror organization.
  • On September 25, 2024, Jahjah stated that “in 2009, as director of the International Union of Parliamentarians for Palestine, I organized visits for Hezbollah’s political leadership to several European countries, including the UK… We met with various prominent figures in the UK, including an important Conservative MP representing Shadow Foreign Secretary at the time, William Hague.”

  • In 2001, Jahjah founded the Arab European League (AEL). AEL was fined for publishing a Holocaust Denial cartoon on its website in 2006 when Jahjah was the head of the organization. AEL was dissolved in 2007.
  • Jahjah described the 9/11 attacks as “sweet revenge,” and stated Europe made “the cult of the Holocaust and Jew-worshiping its alternative religion.” He questioned the existence of the Nazi gas chambers and labeled gays “AIDS spreading faggots.” 
  • In 2008, Jahjah joined the “Iranian-run International Union of Parliamentarians for Palestine (IUPFP)” and served as its director.
  • On October 17, 2024, following the elimination of Hamas leader Yahya Sinwar, Jahjah tweeted: “You can kill resistance leaders; Their death is a testimony against you. For history will write: they stood up, they said no, they showed the way. Millions will follow their path, hundreds of millions. Your power will fade, your dominion will end, and so will you. It is fated.

  • On October 18, 2024, Jahjah posted: “I cannot bear to hear what they call the Hebrew language. Its sound grates on my ears, like a discordant noise. First of all, because it isn’t a real language. It is not Hebrew. Hebrew died long ago and was reduced to a liturgical tongue. What we have here is a grotesque imitation, pieced together from fragments of biblical Hebrew, mixed with Yiddish German and distorted Arabic words. It is an artificial monstrosity, a Frankenstein of a language, hideous in its very essence, just like that illegitimate state whose official language it claims to be.”

  • On October 7, 2023, Jahjah posted: “These Palestinian resistance fighters entering these settlements are all refugees whose parents were ethnically cleansed from these villages in 1948/1967. Anyone neglecting this fact is not seriously engaging in a conversation but is spreading Israeli propaganda, whether willfully or not.”

  • In an October 21, 2024 Facebook post, Jahjah referred to Amos Hochstein, Deputy Assistant to President Biden, as an “Israeli soldier posing as an envoy.”

Karim Hassoun

  • Karim Hassoun has served as chairman of the Arab European League since 2005.
  • In a 2009 interview, Hassoun declared that “the chance that the AEL recognizes Israel as a state is as big as the chance that Osama Bin Laden becomes president of the United States. I think that is clear enough. We will never recognize a racist colonial state.” Hassoun stated he prefers Hamas over Fatah and Hasan Nasrallah over Hugo Chavez.
  • On October 8, 2023, Hassoun posted: “The Palestinians have not ‘invaded’ #Israel… They are simply returning home and reclaiming their properties… A ‘small’ but very important nuance, I would say… #ComingHome #Palestine #Gaza #HolocaustIndustry #CollaborationComplex #Nakba1948 #Resistance.”
