Internal Hamas documents reveal systematic infiltration, coercion, and manipulation of international humanitarian NGOs operating in Gaza, including numerous Canadian-funded organizations such as Action Against Hunger, Catholic Relief Services, Norwegian Refugee Council, Save the Children, Islamic Relief Worldwide, Médecins Sans Frontières, and World Vision, demonstrating Hamas’ control over aid mechanisms, beneficiary selection, project implementation, and medical facilities, and exposing a pattern of NGO acquiescence that enabled the diversion of humanitarian resources and the entrenchment of a terror-controlled regime.
