Political NGOs receive massive amounts of funding from governments, both directly and indirectly via aid foundations. This funding is shrouded in secrecy: donors and recipients alike often fail to report the details of such funding, decision-making processes are hidden from public scrutiny, and governments refuse to release essential documentation.
Terror-linked organizations – including groups with ties to US-designated terrorist groups Hamas, Hezbollah, and the Popular Front for the Liberation of Palestine (PFLP) – receive donations in the US from tax-exempt 501c3 charities, as well as through donor-advised and financial service providers.
Al-Haq, a Palestinian NGO linked to the Popular Front for the Liberation of Palestine (PFLP) – an internationally designated terrorist organization – has pursued a strategy seeking to eliminate Israel as the nation state of the Jewish people and to legitimize violent attacks against its citizens.
In this mapping, NGO Monitor identifies 157 groups that are part of a network of NGOs, partnerships, and funding – responsible for anti-Israel advocacy and antisemitism in the United States in the aftermath of October 7th.
On October 12, 2023, UN OCHA-oPt launched the “OPT Flash Appeal,” seeking $294 million “to address the most urgent needs of 1,260,000 people in the Gaza Strip (Gaza) and the occupied West Bank, including East Jerusalem, for three months.”
Following the October 7th Hamas massacre, the Swedish government commissioned a review of its funding for Palestinians, whitewashing Sweden-funded Palestinian NGOs that justified and celebrated the October 7th attacks, denied Hamas’ atrocities, and continued to advance antisemitism.
For 2019-2021, in total, NGO Monitor was able to identify $3,395,329 in donations and grants to JVP. Donors include private foundations that disburse funds at the discretion of directors, as well as foundations that act as conduits for private giving (“donor advised”).

This analysis will present the details of funding to 39 Palestinian NGOs, including the identities of the donors (government or private), the grant’s time frame, and the source of the data.
The following analysis presents all grants reported by the 35 Israeli NGOs receiving foreign government funding and involved in political advocacy, according to their annual financial reports for 2017-2019.
