Existing US policies and partnerships with irresponsible NGOs raise concerns that this aid is susceptible to diversion by terrorist groups – primarily by the Houthis
In the context of the Arab-Israeli conflict, self-proclaimed human rights groups often fail to denounce acts of violence against Israelis. Some even minimize or incite terrorism. Worse yet, some NGOs have alleged ties to terrorist organizations.

The Popular Front for the Liberation of Palestine (PFLP) – which participated in the October 7th atrocities and is designated as a terrorist group by the US, Canada, the EU, and Israel – has had a strong presence at encampments, demonstrations, and riots on American college campuses. In addition, Samidoun, an NGO designated by Israel as a terrorist group and a “subsidiary” of the PFLP, can be seen on posters promoting the PFLP, and its officials have preached “resistance” (code for terrorism) at campus events
Publicly available information shows that at least nine Palestinian NGOs, recipients of millions of euros of EU taxpayer funds, have justified and celebrated the October 7th terror attacks, or denied the atrocities.
In March 2024, HRW and Oxfam submitted a report to the Biden Administration regarding Israeli forces' conduct in Gaza.
NGOs funded through German development programs (Entwicklungshilfe) with the stated aim to promote “human rights” and “international law” have failed to condemn these blatant violations of human rights and humanitarian principles.
In 2022, Al-Haq Europe and Bisan International Center were registered in Belgium as non-profit associations:.
UNRWA is part of the UN-NGO network dedicated to campaigns to demonize and delegitimize Israel, in contrast to humanitarian principles and promoting peace. Post-October 7, this entire system must be reviewed and reconsidered.
The Popular Front for the Liberation of Palestine (PFLP), an EU-designated terror group and longtime ally of Hamas in Gaza, participated in the atrocities of October 7.
Many of Al-Haq's officials have made comments appearing to support Palestinian terrorists and violence against Israeli civilians – including under the slogan of “a right of resistance.”
On November 21, 2023, Médecins Sans Frontières (MSF) claimed that three doctors were killed as a result of a strike that hit Al-Awda hospital in Gaza.
