Dutch Minister of Foreign Trade and Development Cooperation Sjoerd Sjoerdsma responded to two sets of parliamentary questions, submitted by MP Rajkowski (VVD) and MPs Markuszower and Lammers (Markuszower Group), respectively. Both sets of questions related to the findings of NGO Monitor’s reports.
Hamas documents from 2018–2022 expose systematic control, coercion, and manipulation of international NGOs operating in Gaza, including members of the Dutch Relief Alliance such as Norwegian Refugee Council, Handicap International, Save the Children, Oxfam Novib, War Child, and World Vision, demonstrating Hamas’ infiltration of aid frameworks, interference in project implementation and data collection, exploitation of medical facilities, and manipulation of cash-assistance mechanisms, while highlighting patterns of NGO acquiescence that facilitated the entrenchment of a terror-controlled regime.
Internal Hamas documents reveal systematic infiltration, coercion, and manipulation of international humanitarian NGOs operating in Gaza, including numerous Canadian-funded organizations , demonstrating Hamas’ control over aid mechanisms, beneficiary selection, project implementation, and medical facilities, and exposing a pattern of NGO acquiescence that enabled the diversion of humanitarian resources and the entrenchment of a terror-controlled regime.
Documents retrieved from Hamas’ Ministry of Interior and National Security (MoINS) in Gaza demonstrate that international NGO World Vision’s former director of Gaza operations, Mohammed el Halabi – who was convicted by Israel for diverting aid to Hamas – was an operative for the terror group.
Captured Hamas documents analyzed by NGO Monitor indicate that German-funded NGOs in Gaza operated within a system tightly controlled by Hamas, which infiltrated NGO structures, dictated beneficiaries, and diverted humanitarian aid. This raises serious concerns about German taxpayer money supporting these activities.
