Activities

  • Launched in September 2024, the Hind Rajab Foundation (HRF) “focus[es] on research, documentation, and the collection of evidence on war crimes and human rights violations.”
  • HRF “actively pursue[s] legal action against those responsible for these atrocities, including perpetrators, accomplices, and inciters of violence against Palestinians. Through offensive litigation, we aim to hold these actors accountable in both international and national courts, challenging the culture of impunity that has allowed such crimes to persist.”
  • In December 2025, HRF co-founder Haroon Raza participated in an event held by the Dutch Bar Association on “What is the responsibility of lawyers when their work intersects with a state committing international crimes.”
  • In October 2025, following the announcement of a ceasefire between Israel and Hamas, HRF published a statement claiming, “it must be stated unequivocally that the genocide against the Palestinian people in Gaza has not ended. The mere suspension of military operations does not terminate a genocidal process that is both material and structural in nature.” According to Hind Rajab, “The Hind Rajab Foundation reaffirms its unambiguous commitment to pursue criminal accountability for Israeli war criminals at all levels, from those who planned and ordered operations to those who executed them, as well as all accomplices and accessories, including foreign nationals who have participated in, financed, or facilitated these crimes. Crimes against humanity and genocide are imprescriptible under international law. The atrocities committed in Gaza represent only a fraction of the broader and continuing pattern of genocidal policy that must be exposed and adjudicated.”
  • In September 2025, following US sanctions against PFLP-linked NGOs Al-Haq, Al Mezan, and the Palestinian Center for Human Rights (Addameer had been previously sanctioned in June 2025 for its PFLP links), HRF stated, “For decades, PCHR, Al-Haq, Al Mezan, and Addameer have been pillars of the Palestinian struggle for rights and dignity…When a crime as grave as genocide is being committed, silencing and sanctioning those who document it, denounce it, and fight it by legal means is not a separate act—it is an integral part of the crime of genocide. By targeting Palestinian human rights defenders and international justice institutions, the United States is not only shielding Israel’s war criminals but also actively participating in the infrastructure of impunity that sustains genocide.”
  • In September 2025, HRF published a report on “How Israeli Football Culture Became a Weapon of Genocide.” In October 2025, HRF called on FIFA and UEFA to “immediately suspend Israel and all its clubs from international competition until it complies with international law and ends its systematic crimes against the Palestinian people.”
  • In August 2025, HRF mourned the loss of Al-Jazeera journalist and Hamas terrorist Anas al-Sharif, stating, “this was not just another tragedy in a long war on the press. This was a clear-cut criminal act—a war crime and part of a broader genocidal campaign—and it demanded a direct, targeted legal response.”
    • On October 7, 2023, Al-Sharif posted on Telegram, “9 hours and the heroes are still roaming the country killing and capturing…God, God, how great you are.”
    • Al-Sharif has appeared in a photograph together with the late Hamas leader Yahya Sinwar.
  • In May 2025, HRF published an article titled, “The Nakba, 77 Years of International Humanitarian Law Violations: Terror, Slaughter, and Systemic Ethnic Cleansing.” According to Hind Rajab, “Whether you see the Nakba from the perspective of the ‘never-ending Nakba’ or from ‘multiple Nakbas inflicted on the Palestinian people’, one fact remains: If we were to measure the ideology of Zionism by its material manifestation in the past, it would be one of systemic and violent ethnic cleansing through mass dispossession, displacement, detention, state-sponsored terror campaigns, assassinations, and uniform killing.”

Legal Action

  • As of January 20, 2026, HRF had filed complaints against Israeli soldiers in Austria, Prague, Italy, Spain, Canada, Denmark, Germany, Czech Republic, Greece, Portugal, Peru, Colombia, United States, Ecuador, Belgium, UAE, Brazil, Argentina, Sri Lanka, France, Netherlands, Cyprus, Thailand, and the UK.
  • In January 2026, HRF, in cooperation with Canadian Lawyers for International Human Rights, announced their intention to file a criminal complaint against former Israeli soldier and comedian Guy Hochman, based on “Mr. Hochman’s activities, public statements, and documented association with military propaganda and incitement linked to Israel’s war on Gaza.” Prior to his arrival in Canada, HRF delivered  an “urgent request” to Canadian Border Authorities at Toronto’s airport to “deny him entry.”
  • In April 2025, HRF launched a “coordinated legal and political campaign” to “counter the visit of Israeli Prime Minister Benjamin Netanyahu—currently wanted by the International Criminal Court (ICC)—to Hungary or anywhere in Europe.” As part of the campaign, “HRF is also coordinating with legal teams across multiple European jurisdictions to prepare universal jurisdiction filings and initiate arrest procedures should Netanyahu land or transit through any additional State Party territories.”
  • In January 2025, Hind Rajab Foundation claimed that, based on accusations and “evidence” it provided, a Brazilian court took action against an Israeli soldier on vacation in Brazil. According to Hind Rajab Foundation, the court issued “an urgent order for police intervention against the suspect.” Following the Brazilian government opening an investigation, the soldier was forced to flee to Argentina. 
  • In December 2024, the HRF  reportedly filed a complaint to the Belgian government against Israel’s incoming military attaché in Brussels, Col. Moshe Tetr. HRF accused him of responsibility  for implementing a policy of starvation in Gaza.
  • In October 2024, HRF published a statement “urg[ing] the ICC to swiftly issue warrants for Israeli Prime Minister Netanyahu and Defense Minister Gallant, holding them accountable for war crimes in Gaza.”
  • In October 2024, HRF “officially submitted our ICC complaint along with the evidence, to 8 countries through their embassies in The Hague. We call on these countries to issue Interpol arrest warrants against 1000 Israeli soldiers. Among these countries are Spain, Ireland, and South Africa.”
    • According to the NGO, the complaint includes: “Numerous individuals with dual citizenship, including 12 from France, 12 from the United States, 4 from Canada, 3 from the United Kingdom, and 2 from the Netherlands.”
    • After submitting, Hind Rajab Foundation tweeted, “We are in possession of many more profiles of dual nationals beyond the 1,000 soldiers named in our complaint to the ICC. We will be pursuing legal action against all of them in the national courts of their respective countries. Impunity must end, everywhere.”

Links to Europol

  • On October 25, 2025, during a presentation at the terror-linked “Gaza Tribunal” in Istanbul, the US representative for HRF Jacob “Jake” Romm, claimed, “recently…we have begun working closely with Europol to assist with war crimes investigations across the European Union” (emphasis added).
  • In response to an NGO Monitor inquiry, Europol stated that it “is maintaining and exploring cooperation with a number of stakeholders, including civil society organisations that collect and document alleged war crimes around the world,” adding that “Europol has also been in contact with the Hind Rajab Foundation (HRF)” (emphasis added).   • On November 18, HRF provided additional details, stating that “On 22 October 2025, Europol invited the Hind Rajab Foundation (HRF) to speak at its annual meeting in The Hague.” It added that “Delegations from several European countries attended the sessions and expressed strong interest in our work and in exploring cooperation. Multiple bilateral meetings took place with national war-crimes units and other law-enforcement representatives, during which mutual cooperation was discussed—particularly in relation to sharing HRF evidence on Israeli war criminals who visit these countries or who hold their nationality.”

Terror links and support

  • In a 2003 New York Times article, Abou Jahjah claimed he had “joined the Hezbollah resistance against Israel” and had some military training, I’m still very proud of that.” In a 2024 eulogy for Hassan Nasrallah, Jahjah claimed he met the Hezbollah leader in 2001.
  • According to information provided by Israeli security officials and cited in the Jerusalem Post in February 2025, Abou-Jahjah is linked, by family and business ties, to several actors designated as part of Hezbollah’s vast terror funding network. According to the Jerusalem Post, Abou-Jahjah is also included in the US government’s “No Fly” list.

  • On September 25, 2024, Jahjah stated that “in 2009, as director of the International Union of Parliamentarians for Palestine, I organized visits for Hezbollah’s political leadership to several European countries, including the UK… We met with various prominent figures in the UK, including an important Conservative MP representing Shadow Foreign Secretary at the time, William Hague.”
    • According to its website, the International Union of Parliamentarians for Palestine (IUPFP) was “constituted on the margin of the International Conference in Support of the Palestinian Uprising (Intifada), which was held in Tehran between 12-15/5/2001.”
  • On October 7, 2023, following the brutal Hamas attack, Jahjah posted: “These Palestinian resistance fighters entering these settlements are all refugees whose parents were ethnically cleansed from these villages in 1948/1967. Anyone neglecting this fact is not seriously engaging in a conversation but is spreading Israeli propaganda, whether willfully or not.”
  • In November 2001, Jahjah described the 9/11 attacks as “sweet revenge.
  • In 2005, Jahjah defended former Iranian President Mahmoud Ahmadinejad for calling for Israel to be wiped off the map, writing that “his position on this matter is the only possible moral one.”
  • In 2017, Jahjah who then served as a columnist for Belgian outlet De Standaard, was fired after he praised a terror attack  that killed four Israelis, saying that “liberation of Palestine by any means necessary needs to take place.”

Antisemitism, homophobia, and hate

Jake Romm, Hind Rajab US representative

    • On March 27, 2025, Romm tweeted, “Hamas is the only group meaningfully working to return the hostages. If you wear the dumb yellow ribbon you should also pop on the green headband for consistency, because they’re your only allies in that fight.”
    • On March 7, 2025, Romm tweeted, “Ansar Allah [the Houthis’ formal name] is the only group in the world that is treating the Genocide Convention and the principle of the Responsibility to Protect with sufficient respect that they are a designated ‘terror’ group by the US should tell you something about the structure of international law.”
    • On April 7, 2025,  Romm tweeted, “If Israelis want the hostages returned they should turn their weapons on the IDF or at the very least turn them over to the resistance. Both of these things would do infinitely more for the hostages than “protesting Netanyahu” (emphasis added).
    • In July 2024, Romm stated that “Zionism is an antisemitism,” and that “The Zionist has the atrocity they have always longed for, one which would give concrete form to their persecution fantasies and let loose their desire for murder.”

Karim Hassoun, Hind Rajab Foundation Secretary

  • On October 8, 2023, Hassoun posted: “The Palestinians have not ‘invaded’ #Israel… They are simply returning home and reclaiming their properties… A ‘small’ but very important nuance, I would say… #ComingHome #Palestine #Gaza #HolocaustIndustry #CollaborationComplex #Nakba1948 #Resistance.”
  • In December 2023, Hassoun posted that he “condemn[s] Hamas … for not having taken 500 or 1000 hostages instead of just 200.” He reportedly claimed that “no evidence of Hamas rape has been provided to date.” 
  • In April 2024, Assoun called for the end of Zionism “by any means necessary.” 
  • In a 2009  interview, Hassoun declared that “the chance that the AEL [Arab European League] recognizes Israel as a state is as big as the chance that Osama Bin Laden becomes president of the United States. I think that is clear enough. We will never recognize a racist colonial state.” 

Partners

  • HRF states that it is a branch of the March 30 Movement (30-3.org), which has filed legal complaints in the Netherlands and France alleging “atrocities committed by the Israeli army in Gaza.”
    • Launched in 2023, the March 30 Movement “emerged from the urgency of the situation in Palestine, especially due to the genocide in Gaza in 2023…We are committed to recognising the genocide in Gaza and to pursuing those responsible. We also commit to ending the genocidal and colonial apartheid regime in Palestine, aiming for a just and lasting peace for the Palestinian people and all the peoples of the region.”
