After Work Visa Cancelled, HRW Falsely Denies BDS and Demonization Promotion
The Israeli Ministry of Interior has revoked the work visa granted in April 2017 to Human Rights Watch (HRW) employee Omar Shakir, a long-time anti-Israel, pro-BDS activist. In its response, HRW (and its local lawyer, Michael Sfard) makes the false claim that “neither HRW – nor Shakir as its representative – advocate for boycott, divestment or sanctions against companies that operate in the settlements, Israel or Israelis (sic).”

Norwegian People’s Aid Funding to Terror Affiliated NGOs
According to the US Department of Justice, NPA provided “material support” to Iran, Hamas, the Popular Front for the Liberation of Palestine (PFLP), and the Democratic Front for the Liberation of Palestine (DFLP) – designated terrorist organizations under US law. As a result of these partnerships, in March 2018, NPA settled a civil-fraud suit, paying a $2 million settlement to the US.

NGO Monitor has identified a number of virulently antisemitic statements made by officials of the German Society for International Cooperation (GIZ)- a German government-owned agency that implements Germany’s humanitarian and development aid around the world. These statements include comparisons between Israel and the Nazis, blaming the downfall of Arab leaders on a “Hebrew spring” and depicting Israel as a two-headed monster. GIZ members also posted messages to Facebook that justify Palestinian rocket attacks on Israeli civilians and endorse BDS (boycotts, divestment and sanctions) efforts.

Analysis of B’Tselem’s “Minors in Jeopardy” Report
B’Tselem’s report “Minors in Jeopardy,” was funded by UNICEF and echoes the claims of Defense for Children International – Palestine, UNICEF, Military Court Watch, and its own 2012 and 2015 reports on the subject. This practice of “copying and pasting” and the financial support provided by UNICEF demonstrate the close coordination between Palestinian, Israeli, and international non-governmental organizations in a concerted effort to falsely accuse the IDF of systematically violating the rights of Palestinian minors in order to impose sanctions against Israel.

The international community has long ignored the Palestinian weaponization of children in the Arab-Israeli conflict. Ahed Tamimi, a Palestinian teen whose family scripts physical confrontations with Israeli soldiers and then widely disseminates the resulting videos on social media to demonize Israel and glorify “resistance,” is a representative example.

Key contributing factors are incitement by the Palestinian Authority and recognized terror groups, recruiting of children from the earliest of ages to engage in conflict, glorification of violence and “marytrs”, and large monthly payments (that increase based on the severity of the crime) by the Palestinian Authority to prisoners and their families.

UNICEF plays a central role in a campaign to have Israel included on a UN blacklist of “grave” violators of children’s rights. The list appears as an annex to the UN Secretary-General’s annual report on Children and Armed Conflict (CAAC). This political agenda is a primary facet of UNICEF’s activities relating to Israel, completely inconsistent with its mandate of “child protection” and from its guidelines for neutrality and impartiality.

In March 2018, the NGO umbrella group known as Watchlist on Children and Armed Conflict (Watchlist) published a Policy Note urging the UN Secretary General to add Israel, Myanmar, and others to a list of “grave violators” of children’s rights. Terror groups, including Hamas and Popular Front for the Liberation of Palestine (PFLP), are not mentioned in Watchlist’s publication.
The Exploitation of Palestinian Women’s Rights NGOs
This report provides background on the situation of women and women’s groups within Palestinian society. The report analyses the highly restrictive and coercive civil space and provides an overview of Palestinian female role models, the vast majority of whom are celebrated for their participation in violent “resistance.” The report also looks at the role of the international community in perpetuating this state of affairs, whether through funding of radical Palestinian NGOs, or through granting international legitimacy to these groups in multilateral forums such as the UN.

Factually Inaccurate and Legally Flawed: HRW’s 2017 Report
Human Rights Watch is a powerful NGO, with a massive budget, close links to Western governments, and significant influence in international institutions. Its publications reflect the absence of professional standards, research methodologies, and military and legal expertise, as well as a deep-seated ideological bias against Israel. HRW’s review of “Israel and Palestine: Events of 2017,” reflects these same methodological flaws, resulting in a highly skewed representation of Israeli domestic and international law.
NGO Campaigns for Ahed Tamimi, and Against the Rights of Children
A number of non-governmental organizations (NGOs) have been participating in a campaign celebrating and defending Tamimi. Despite the video evidence, they insist that Israel has no grounds for trying and imprisoning her. Although these NGOs claim to promote human rights and the rule of law generally, and protect the rights of children specifically, in Ahed Tamimi’s case they ignore the exploitation and recruitment of children as “soldiers” in a propaganda war against Israel.

Main Points in the UN High Commissioner’s Report on “BDS Blacklist”
In advance of the 37th Council session (February 26 - March 23, 2018), the UN Human Rights Council (UNHRC) has released a report on the “BDS blacklist” of companies that do business with Israelis over the 1949 Armistice Line. The report, submitted by the UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein, provides important details on the flawed process and the difficulties inherent in creating a list of companies to be targeted by this form of BDS.
Statement on UN Blacklist Delay
NGOs, including Human Rights Watch, Amnesty International, and Al Haq, have been advocating for a discriminatory blacklist for many years to advance a BDS agenda. However, this does nothing to further human rights, and the UN should not devote further resources to this charade.

EU Statement on Palestinian Children Parrots NGO Claims and Ignores Child Abuse
On January 12, 2017, the European Union Representative and the EU Heads of Mission in Jerusalem and Ramallah issued a “statement on the situation regarding Palestinian children arrested, detained and prosecuted by Israeli authorities.” The statement unsubtly implies misconduct and ill-treatment by Israeli authorities – echoing a well-coordinated NGO campaign that accuses Israel of “grave violations” against children in order to advocate for Israel’s isolation – while providing no verifiable evidence.
NGO Monitor Statement on Remand of Ahed Tamimi and NGO Campaigns
Today the Israeli Military Court ordered the continued remand of Ahed Tamimi pending her trial. Tamimi was indicted on multiple counts of assault of law enforcement officers, slingshotting stones, and incitement to commit suicide attacks. Since her arrest, NGOs claiming to promote human rights have been calling for her release, primarily on the basis of her age as well as the political motivations surrounding the incidents.

The NGO was founded and is led by Gerard Horton, who was previously involved with the Palestinian NGO Defense for Children International – Palestine, which promotes a similar agenda.
Al Jazeera Joins the Anti-Israel Child Campaign
On December 15, 2017, AJ+ – part of the Al Jazeera network – posted a video on its Twitter, that was also widely disseminated in an offensive tweet by Human Rights Watch Executive Director Ken Roth, alleging that Israel “systematically harasses and abuses Palestinian kids.” The video parrots blatantly false and/or misleading claims by non-governmental organization (NGO) regarding Israel’s treatment of Palestinian minors, and goes so far as to claim that Israel has no reason to arrest minors (0:27) – regardless of the fact that some minors are perpetrators of violent terror attacks, including murder.
European Parliament Event - Propaganda-Based Advocacy for Israel’s Isolation
The European Parliament’s Delegation for Relations with Palestine held a conference, “Fifty Years of Occupation and Counting: Is it time for a new EU Policy on the Middle East Peace Process?” The conference featured politicians, academics, and NGO officials advocating Israel’s isolation and calling on the European Union and other countries to increase international pressure and to impose sanctions on Israel. None of the speakers advocated for dialogue and/or negotiations between Palestinians and Israelis.
