The analysis is based on annual financial reports for 2020–2023 (the most recent comprehensive data available) submitted to the Israeli Registrar of Non-Profits (Rasham Amutot) by 40 Israeli NGOs engaged in political advocacy and receiving major foreign government funding
Since seizing control of Gaza in 2007, Hamas has employed a number of methods to divert international humanitarian aid to expand its military infrastructure, pay salaries, and cement its rule.
